FUNCTIONS OF DEPARTMENTS AND SCHEDULE OF DUTIES

POLLUTION CONTROL DEPARTMENT

A. Land & Water Pollution Management Unit

  1. Monitoring, surveillance, assessment and investigation of incidence of land and water pollution cases within the state.
  2. Investigate and mediate to resolve public complaints/disputes between complainants and respondents on land & water pollution in industrial, commercial and residential areas of Ondo State.
  3. Constant sensitization of the public to reduce land & water prone activities within respective environment (residential, commercial and industrial using [the required pollution prevention techniques).
  4. Collaborate with relevant unit to carry out appropriate tests on insecticides, herbicides and other agricultural chemicals;

B. Compliance Monitoring Unit

  1. Assist organizations and facilities to meet up with regulatory standards & best practices;
  2. Co-ordinate routine periodic commercial industrial monitoring visits to all facilities in the State;
  3. Co-ordinate compliance monitoring visits to facilities that have conducted Environmental Audit Reports (EAR) as Reviewed;
  4. Co-ordinate compliance advocacy to facilities having challenges with compliance procedures & methodologies;
  5. Overseas continuous training and manpower development for facilities and deserving organizations on compliance;
  6. Designing and supervising baseline studies on compliance monitoring exercise;
  7. Formulating standards for compliance status of industrial facilities;
  8. Other ad hoc assignments as directed by the Agency for the purpose of ascertaining compliance to best practices.

C. Air & Noise Pollution Management Unit

  1. Monitoring, surveillance, assessment and investigation of incidence of air and noise pollution cases within the state.
  2. Investigate, mediate and resolve public complaints/disputes on air & noise pollution in industrial, commercial and residential areas of Ondo State.
  3. Constant sensitization of the public to reduce air & noise prone activities within respective environment (residential, commercial and industries using the required pollution prevention techniques).
  4. Collaborate with relevant units of the Agency to carry out appropriate tests on noise pollution and other air pollution-related matters;

D. Enforcement Unit

  1. Enforce compliances to environmental standards and guidelines on all areas of environmental issues;
  2. Facilitating enforcement visits to facilities that have proved abortive to compliance monitoring;
  3. Regular review of enforcement procedures to ensure compliance for non-complying facilities and serial offenders on air, water and land pollution in the state;
  4. Collaborate with relevant units of the Agency and MDAs to enforce compliance to environmental regulations;
  5. Enforce safe destruction and disposal of expired, obsolete and damaged materials and finished products that constitute nuisances to the environment.

E. Sewage & Effluent Management Unit

  1. Monitoring, surveillance, assessment and investigation of incidence of sewage & effluents pollution cases within the state.
  2. Investigate, mediate and attend to public complaints relating to sewage and effluent discharges in industrial, commercial and residential areas of Ondo State;
  3. Mediate on cases of sewage and effluent discharges constituting pollution between complainants and respondents;
  4. Regular sensitization of the public in collaboration with Press unit, to combat the incidents of sewage & effluent pollution-prone activities within respective environment (residential, commercial and industries using the required pollution prevention techniques).
  5. Collaborate with relevant unit of the Agency to carry out appropriate tests on sewage & effluent discharges in accordance with best practices;

RESEARCH AND DEVELOPMENT DEPARTMENT

A. Innovation & Development Unit

  1. The department keeps the Agency abreast of the latest development in environmental management.
  2. Carry out quarterly appraisal of activities of the Agency;
  3. Facilitate and coordinate review of OSEPA law
  4. Facilitating of environmental standards, regulations and guidelines
  5. Facilitate and coordinate the provision of technical and developmental training for staff.
  6. Developing & designing environmental permits/licenses for operators.
  7. Sourcing for local and international donors.

B. Planning, Statistics & EAu Administration Unit

  1. Commissioning of Environmental Impact Assessment (EIA) and Administration of Environmental Auditing, including review of all technical reports for appraising facilities’ environmental compliance and Post Impact Assessment (PIA) for impacted areas for both private and public establishments.
  2. Registration and accreditation of Environmental Consultants and coordinating the procedures of operation for accredited consultants.
  3. Prepare work plans for effective and efficient discharge of Agency’s routine activities.
  4. Laiase with Research and Analytical Institutions to source for data.
  5. Plan and design blueprint for Agency’s Programmes.e.g. Environmental days.
  6. Compilation of statistics used for making policy in everyday administration of the Agency;
  7. Project Monitoring and Evaluation

C. ICT & Data Management Unit

  1. Serves to provide, coordinate, and facilitate the use of technology and information resources to the satisfaction of the Agency.
  2. Seeks to harness emerging technologies to facilitate the vision and mission of the Agency.
  3. Development and implementation of ICT policy and strategy.
  4. Provision of hardware & software for the organization
  5. Automation of core services in the Agency
  6. Maintain server functions for email, internet, databases, file storage
  7. Management services & Technical Support Services

D. Laboratory Services Unit

  1. Provides analytical services to households in determining the potability of their water (borehole, borewell, well, etc.);
  2. Provides technical assistance to project students at all levels (undergraduate – post doctoral) for their researches;
  3. Advisory role to industries on use of best practices in production processes that are cost effective and environment friendly;
  4. Partnership with relevant research & analytical bodies/organizations/MDAs/Consultants for the protection of the environment;
  5. Provision of internship services to students of higher institutions
  6. Commissioning of environmental studies.
  7. Facilitate and coordinate Environmental data gathering.

FINANCE AND ADMINISTRATION DEPARTMENT

  1. Co-ordination of the day-to-day activities of the Agency in line with its set goals and objectives.
  2. Acts as checks and balances in the workplace with a view to maintaining sanity, good conduct and moral values amongst staff.
  3. Management & maintenance of office and office equipment
  4. Management of transportation services.
  5. Maintaining Discipline within the rank and file.
  6. Conveyance of statutory meetings.
  7. Raising memos, proposals, covering letters & writing minutes of meetings etc.
  8. Coordination of departmental medium-term objectives
  9. Workforce planning & development.
  10. Facilitate good social & working relationship amongst employees

ACCOUNT DEPARTMENT

  1. Ensuring safe-keeping of the Agency’s funds;
  2. Ensuring proper recording of all accounting records;
  3. Updating all financial record books of the Agency;
  4. Facilitates the payment of staff monthly salaries;
  5. Filling of reports to third parties in the prescribed form and on timely basis;
  6. Opening and up-keeping of cash books; and ensuring thorough reconciliation and preparation of reconciled accounts:
  7. Issuance of payment advice to Agency’s customers/payers:
  8. Management of impress and other financial activities of the Agency.

INTERNAL AUDIT UNIT

  1. Grants advisory audit services to the Agency
  2. Maintaining an adequate internal control system against fraud and waste;
  3. Examining all books of Accounts with a view to ensuring adherence to all stipulated financial guidelines
  4. Safeguarding and verifying the existence of Assets;
  5. Checking the reliability of the accounting information e.g payroll;
  6. Conducting monthly staff verification exercise and carrying out investigations when necessary;
  7. Facilitate reports, findings and recommendations to the management in relation to routine auditing;

LEGAL SERVICE UNIT

  1. Offers advisory legal services & interpretation of law whenever the need arises.
  2. Provides mediation and arbitration services whenever the need arises.
  3. Interprets and ensure strict compliance with the law, especially all environmental related law of the State;
  4. Provides advisory services to all the departments and units in the Agency as the need arises.
  5. Drafts/facilitates the preparation of Memorandum of Understanding (MoU) and other forms of agreement between the Agency and other parties.
  6. Advise the Agency during partnership programs with private or non-governmental organizations; and
  7. Diligent prosecution of court cases on behalf of the Agency/Government.

PRESS AND PUBLIC RELATION UNIT

  1. Propagate and unfold policies and activities of the Agency constantly in the news;
  2. Media representation of written and video news releases;
  3. Pitching stories to journalists and responding to reporter inquiries
  4. Monitoring and measuring news coverage about the Agency;
  5. Developing contents, preparing documents either written and electronic-including jingles, newsletters, blogs, speeches etc.
  6. Public affairs administration and anchoring events coordination;
  7. Facilitating constant engagement with media houses
  8. Designing/production of high-upgrade promotional items i.e. handbills, posters, banners, calendars, stickers, t-Shirts, etc.
